Seibu Group’s Sustainable Procurement Policy
The Seibu Group promotes sustainability in procuring and securing raw materials, equipment, and various tasks mainly for products, services, etc. that the Group offers to customers (hereinafter referred to as “procurement”), and aims, together with all of its suppliers (business partners), to help realize a sustainable society. This Policy is intended to set forth the way of thinking necessary for each Seibu Group company to execute procurement activities.
The Seibu Group has formulated guidelines that it requests all of its suppliers involved in procurement for the Seibu Group, either at home or overseas, to understand as “Seibu Group Supplier Guidelines.” The Group will strive to obtain the understanding of all of its suppliers through active communication and promote cooperation with them, thereby engaging in this matter in such a way as to contribute to materializing a sustainable society throughout its supply chains.
1. Ensuring safety
We will place the highest priority on ensuring safety during procurement in order to provide products, services, etc. that prioritize the safety and security of our customers.
(1) Our procurement activities will focus on the quality of products, services, etc. that can ensure safety, and the establishment of a management system to support this quality.
(2) Our procurement activities will focus on sustainable supply while avoiding raw materials that are conflict minerals or produced by illegal methods, in order to provide safe and stable products, services, etc
2. Legal compliance and fair transactions
As a corporate group engaged in highly public business activities rooted in local communities, we will comply with laws and internal rules and conduct fair transactions in all our procurement processes.
(1) We will comply with domestic and foreign laws and regulations while conducting business in a fair, sincere, and socially responsible manner.
(2) We will properly manage intellectual property rights.
(3) We will provide fair and equitable opportunities when selecting suppliers. In the selection of suppliers and procurement, we will comply with laws and regulations and ensure fair and equitable treatment based on standards that take into account factors such as safety assurance, quality, delivery time, and price, and will not engage in inappropriate transactions that impede free competition.
(4) We will not engage in money laundering, embezzlement, corruption, bribery, extortion, or any other corrupt practices.
(5) We will not accept or provide gifts or entertainment that are beyond the bounds of social convention.
(6) We will take a firm stand against antisocial forces and groups, and will not engage in any conduct that encourages the activities of such elements.
(7) We will develop a whistleblowing and consultation system to identify and resolve issues such as violations of laws and regulations or this Policy, while maintaining strict confidentiality of information concerning whistleblowers and consulters and refraining from retaliating against them for whistleblowing or consulting.
3. Consideration for the environment
We will conduct procurement activities with a focus on protecting the global environment in accordance with the Seibu Group’s Environmental Policy.
(1) We will conduct procurement activities that contribute to climate change measures, such as striving to reduce greenhouse gas emissions throughout the lifecycle of our products and services, including more efficient use of energy.
(2) We will conduct procurement activities that take into consideration the impact on ecosystems, such as preserving biodiversity, preventing the release of pollutants and hazardous substances, managing chemicals appropriately, and reducing water consumption.
(3) We will conduct procurement activities with the aim of contributing to a recycling-oriented society, taking into account the reduction of waste and the recycling and utilization of resources.
4. Respecting human rights and ensuring a safe working environment
We will respect the human rights of all people involved in our business activities in accordance with the Seibu Group Human Rights Policy, and conduct procurement with consideration for the working environment.
(1) We will comply with laws and regulations and uphold international norms related to human rights and labor, avoid complicity in inhumane human rights violations such as forced labor, child labor, discrimination, and harassment, and respect human rights in our supply chain.
(2) We will work together with our suppliers to ensure a safe and hygienic working environment in compliance with laws and regulations, including paying appropriate wages and managing working hours appropriately in our supply chain.
5. Risk and crisis management
We will examine the risks associated with our business activities and work to appropriately manage and mitigate those risks in order to conduct our business activities sustainably. We will also develop a crisis management system and business continuity plan (BCP) in preparation for disasters and other unforeseen circumstances.
6. Appropriate management and disclosure of information
We will manage and disclose information in a timely and appropriate manner in compliance with laws and regulations.
(1) We will manage and protect personal and confidential information appropriately in accordance with laws and regulations, and maintain a management system to prevent leaks.
(2) We will disclose information to stakeholders in a timely and appropriate manner in accordance with laws and regulations.
(3) We will strive to prevent damage to ourselves and third parties by taking defensive measures against cyberattacks and other threats.
7. Mutual trust with suppliers and coexistence with local communities
We will build relationships of trust with our suppliers and strive to coexist in harmony with local communities for the sustainable growth of both Seibu Group companies and our suppliers.
(1) We will communicate in a respectful manner in our procurement activities.
(2) We will work toward better communication with our suppliers in order to contribute to the development of local communities and provide products, services, etc. that create both action and excitement for customers.
(3) We will actively communicate with stakeholders in the local communities where we operate, and strive to coexist in harmony with those communities, taking into consideration the potential impact of our business activities on them.

Each Seibu Group company can establish its own guidelines based on this Policy that are tailored to its own business activities.
