The park was laid out in 1998 on the former site of a U.S. military base returned to the Japanese nation in 1973. It serves as a recreation space for people in the southwestern part of the prefecture and additionally as a base for practicing emergency drills and disaster preparedness. Given its use as an evacuation space and for emergency drills, it has mass reception facilities, wells for emergency water supply, and other disaster preparedness facilities. It also features two central ponds linked by a small stream, gently undulating lawns scattered with trees, and a multi-purpose space for free recreation. These and other facilities make it a popular oasis of green amid the city.
